Andrew T. Lamar

Principal

Andrew brings more than 15 years of political and legislative experience to Lamar Consulting. Since founding the company in 2012, he has represented a wide variety of clients before the Governor's office, state agencies, the Virginia General Assembly, and some local governments. Prior to forming the company in 2012, Andrew served as Policy Advisor and Deputy Director of Legislative Affairs to Virginia Governor Bob McDonnell. In that role, he helped develop legislative strategy and oversaw coordination between the Governor's Office, the Cabinet and the General Assembly to advance the Governor's policy agenda. Among other things, he advised the governor on policies related to energy, natural resources, technology, veterans’ affairs, and homeland security.

Andrew's extensive background in Virginia state government and politics includes work for Speaker of the Virginia House of Delegates, William J. Howell, as a Government Affairs Associate for Rhumb Line in Richmond from 2007 to 2009, and then serving on the McDonnell for Governor campaign. Lamar has consulted for many successful candidates for office in the House of Delegates and Senate of Virginia. He earned his Bachelor's degree in Economics and Political Science from the University of Mary Washington in Fredericksburg, Virginia and is a Linwood Holton Fellow graduate of the Sorensen Institute for Political Leadership at the University of Virginia. Andrew lives in Midlothian with his wife Marit, their daughter Betsy Ann and son Brooks.

Brittany A. Whitley

Senior Vice President

Prior to joining the company, Brittany served two terms in the Virginia Attorney General’s office as the Chief of External Affairs and Policy for Attorney General Mark Herring. In this role, one of her main responsibilities was to develop the policy agenda for the Attorney General and to work with state agencies and the state legislature to advance those policy initiatives on behalf of the office.


Additionally, Brittany advised Attorney General Herring and his senior management team on multi-state efforts with other Attorneys General, strategy on major litigation, and office policies related to client services. Brittany managed all external partnerships and initiatives on behalf of Attorney General Herring and served as the representative to all major partner organizations including National Association of Attorneys General, Attorney General Alliance, and the Democratic Attorneys General Association. In this role Brittany has planned major policy conferences with other Attorneys General offices on both sides of the aisle and led several successful multi-state sign-on efforts on topics such as consumer protection, antitrust, and states’ rights.


Prior to joining the Attorney General’s office, Brittany worked for members in both the state legislature and US Congress. She also has experience in international policy development from working with non-governmental organizations in the coastal region of Kenya. Brittany is from Bedford, Virginia, she earned her bachelor’s degree in Political Science from Virginia Tech, and is a graduate of the Sorensen Institute for Political Leadership at the University of Virginia.
